Duncan Stewart

Duncan has an extensive background in R&D, general management, and marketing in aerospace, defense, security, and biomedical industries. He is an Air Force veteran, having held leadership positions in weapons acquisition and aircraft fleet management. Duncan is the CEO/President of the Colorado Springs Technology Incubator and he serves on the boards of several companies and nonprofit organizations to include the Colorado Springs Technology Incubator, Aqueous Biomedical, ConcealFab, El Pomar Institute for Innovation and Commercialization, FalconWorks, Peak Venture Group, YMCA of the Pikes Peak Region, and the International Council on Systems Engineering. He is a graduate of the USAFA, has an MS in Aerospace Management from Embry Riddle, and an MBA from the University of Notre Dame.

The Board of Directors of the Colorado Homeland Defense Alliance appointed Mark Volcheff as Executive Director effective January 1, 2009. General Volcheff is currently president of HLS Solutions LLC, a Colorado Springs homeland security consulting company as well as a Senior Associate partnered wtih The Durango Group. Mark served over 32 years in the US Air Force as a pilot, four-time commander, and most recently as the Director, Plans, Policy and Strategy for both NORAD and US Northern Command headquarters before retiring in the rank of Major General. Prior to assuming his present positions, he served as the Assistant for Federal Matters to the State of Colorado Homeland Security Coordinator. He resides in Colorado Springs with his wife Mary and children Paul and Laura.

Dr. Roger Neeland has over 30 years of corporate, academic and military experience in emerging technologies. As the Program Director, Roger facilitates the National Security Innovation Competition and the Emerging Technologies Day. He also collaborates on technology transfer programs, overseeing and training interns, corroborating on grant proposals, and providing technical advice. Roger is a certified Project Management Professional, a Defense Industrial College (National Security Management) graduate and a State of Colorado Professional Engineer. Dr. Neeland received his PhD from UCLA in Dynamic Systems Control (major) and Operations Research (minor); his MS is in Aero and Astro Engineering from MIT; and he earned his BS in Engineering Science from the USAFA.

Mary Fox has over 25 years in business and academic arenas incorporating organizational expertise and administrative support for higher education institutions (Univ. of MD and Villa Julie College), a non-profit scientific association, The Institute for Operations Research and the Management Sciences (INFORMS), and as general manager and business development officer for executive suites in Denver and in Colorado Springs. Her experience and tenure in the management field offers marketing, promotional and development knowledge and practice. Mary's undergraduate studies were in Business Administration and Accounting at the University of MD. In addition she is the Editor and Publisher (www.foxmeadowpublishing.com) for Jimmy Fox's book, The Legacy of a Country Boy. But if you ask Mary what her real claim to fame is, she would reply, "Why, my children and grandchildren, of course!"
